California ISO’s Market Redesign and Technology Upgrade goes live with Siemens Spectrum Power™ energy market management solutions

Erlangen, Wednesday, April 08, 2009

Siemens Energy and the California Independent System Operator Corporation (California ISO) are pleased to announce that California ISO went into production with its Market Redesign and Technology Upgrade (MRTU) after a successful and smooth cut-over at midnight on March 31, 2009. The new markets bring increased grid and market efficiencies, reduce barriers to alternative resources of power such as demand response and green generators, and give the operators new tools for managing transmission bottlenecks and dispatching the least-cost power plants.

Core to the new markets is a suite of Siemens Spectrum Power™ energy market management systems, consisting of the Integrated Forward Market, Day-Ahead and Real-Time Market applications (IFM DA/RTM), the Scheduling Infrastructure and Business Rules system (SIBR) for submission of bids at the front-end and the Market Quality System (MQS) for energy accounting and manual corrections at the back-end.

The Siemens systems are the enabling technology that brings three major wholesale market design improvements to California:

Siemens Spectrum Power™ energy market management systems are integrated with more than 20 other California ISO systems that perform various business and operational functions on Web-based services and a Service-Oriented Architecture (SOA). The new market system cleared the market of more than 28,300 megawatts (MW) of peak load in the day-ahead market, which is a typical spring time day for California ISO.

“Siemens’ commitment to our new market development and launch was extraordinary,” said California ISO President and CEO Yakout Mansour. “They took scope change in stride and last summer took the reins of our system integration effort, expediting the schedule to ensure we could launch before summer operations. The outcome was a smooth cut-over to the most advanced market in the industry, offering the most sophisticated products available in the competitive wholesale electricity marketplace.”

“California ISO’s MRTU system has presented many unique challenges for both California ISO and Siemens,” stated Petar Ristanovic, Siemens’ Chief Innovation Officer and Director of the Siemens Energy’s Energy Automation Solutions business unit. “The initial market production performance is the best validation of Siemens’ energy market management software. The California ISO and Siemens common vision was to design and implement the market system the right way without compromising any technical constraints. The result is a very attractive platform for future large, complex market management systems based on industry standards, such as the Common Information Model (CIM)/Common Interface Extensions (CIE), advanced SOA-based secure integration platform and state-of-the-art MIP or mixed integer programming-based Security Constrained Unit Commitment (SCUC) software.”

The Siemens Energy Sector is the world’s leading supplier of a complete spectrum of products, services and solutions for the generation, transmission and distribution of power and for the extraction, conversion and transport of oil and gas. In fiscal 2008 (ended September 30), the Energy Sector had revenues of approximately EUR22.6 billion and received new orders totaling approximately EUR33.4 billion and posted a profit of EUR1.4 billion. On September 30, 2008, the Energy Sector had a work force of approximately 83,500. Further information is available at: www.siemens.com/energy.
