Functions
Spectrum PowerCC EC is the right platform for large energy consumers to optimize their energy purchases and to provide uninterrupted power supply.
Contracts for primary energy delivery will be exploited to the maximum benefit of the utility. Demand side management, for both gas and electricity, will avoid peaks of load consumption and also control the generation units in order to avoid energy purchase violations.
Realtime data are acquired via RTU's from substations devices, like switches, transformers, generators and via OPC servers in industrial field devices, like valves or pumps. ICE 60870-5-101 and 104 are preferred RTU transmission protocols . However, a significant collection of legacy protocols, like Sinaut 8FW, TG 809, CDC II, DNP 3.0 and others, are available. Spectrum PowerCC EC offers OPC clients to interoperate with OPC servers that are collecting the field data via fieldbuses, such as Profibus.
Supervisory control for single switches, as well as for switching sequences is available. Generic interlocking conditions prohibit human mistakes, without requiring any additional engineering effort. Each device may be tagged by several markers, including alarm inhibited, removed from operation, caution, work permit, operator note, and others. Tags can, of course, be incorporated into the interlocking condition checks. Special interlocking conditions are very easily formulated and maintained via decision tables. Most of the interlocking conditions can be overridden by the operator, if he is authorized to do so.
Single- or multiple screen consoles allow a comprehensive overview as well as a detailed look at each device and any alarm conditions within a substation. All parts of the electrical network are dynamically colored according to their energized status or - selectable by the operator - to network or other grouping algorithms.
Windows may be dragged from one screen to the adjacent one, or pop up on a predefined screen. The Power Application Toolbar (PAT) shows all alarm conditions and can never be covered by another window. The figure on the right hand shows a typical substation diagram featuring single devices ready to be operated, and topologically colored buses, lines, feeders and bays.
Operation is designed for manned and unmanned control centers. In case of unmanned operation, all alarms will be forwarded to the standby staff. Standby personnel have immediate, secure control center access via remote consoles and web based laptops for taking the necessary actions.
The powerful Information Model Manager IMM is the engineering tool used to import, edit and maintain data. Diagrams are created by the IMM - Graphics Designer (figure below). The graphics designer provides a primitive graphics database, templates of all standard devices, 32 overlay panes, links from presentation object to real-time objects and the familiar MS look & feel. Network topology will be automatically derived from the graphic design. The 'smart copy' function allows adding of devices, feeders and complete substations in seconds.
In addition to multiple interactive editors, IMM features a bulk and incremental data Import function (see figure below). The import format is Extensible Markup Language XML. The big advantage is that legacy or new data, provided in Excel format, may be easily imported. Incremental import never replaces the whole database, thus keeping database consistency at the highest level.
Data Import comprises alphanumeric (XML) as well as graphic (scalable vector graphic SVG format) data. However, in case no existing diagrams are available, or would be too costly to develop, the IMM Auto Display Builder converts text strings into graphic diagrams. The resulting diagrams may be beautified if desired, can be stored for callup and are fully operable, e.g. for supervisory control, like any other graphic diagram created by the IMM graphics designer.
All consoles are protected by means of access control by password and optionally by biometric measures. Each user is assigned to an individual area of responsibility. This solution ensures maximum freedom and flexibility, especially when logging into the system on mobile consoles or laptops.
System Configuration
The unique and homogeneious Spectrum PowerCC EC system architecture is able to size from S to XXL with its distributed architecture fulfilling all requirements of availability, performance and functionality.
A small system configuration allows typically 20000 data points, several local consoles, multiple web based consoles and up to 32 RTUs. See the right hand figure. The realtime server includes the communication front end (CFE), and can be duplicated for high availability. Since all lists and diagrams are web based, a thin client can be connected via a simple internet browser for secure system access by authorized personnel.
Switchyard and other substation information is collected via Remote Terminal Units RTU. RTU's are connected to the CFE. Additionally, Spectrum PowerCC EC offers an OPC client, enabling easy interoperability between CFE devices and PLCs. OPC client-server configurations are a low cost solution for connection gas and water equipment and sites.
All system configuration effort is carried out by the Information Model Manager IMM. The IMM tool drastically reduces the engineering effort using object oriented data manipulation and a single point of entry.

California Energy Market Redesign Project
About CAISO:
The California ISO is a not-for-profit public benefit corporation charged with managing the flow of electricity along California's open-market wholesale power grid. The mission of the California ISO is to safeguard the reliable delivery of electricity, and ensure equal access to a 25,000 circuit miles of 'electron highway'. As the impartial operator of the wholesale power grid in the state, the California ISO conducts a small portion of the bulk power markets. These markets are used to allocate space on the transmission lines, maintain operating reserves and match supply with demand in real time.
Siemens was selected by California ISO to provide an Energy Market Management System and Services for the Day-Ahead Integrated Forward Market and Real-Time Market Operations. The California ISO decision to implement the Siemens solution is a result of a thorough evaluation of the Energy Market Management (EMM) technology and Siemens' capability to provide a superior solution for the implementation of California ISO Market Design 2002 project.
At the core of the Siemens' software solution selected by the California ISO are the Mixed Integer Programming based Security Constrained Unit Commitment (SCUC) and the Security Constrained Dynamic Dispatch (SCDD) Components. Included is also the Siemens'
compliant Information Model Manager to build and maintain the California ISO Transmission Network Model in support of market operations. Siemens' EMM optimally solves the centralized energy and ancillary services market claering with simultaneous transmission congestion management.
The contracted solution is unique in its modular design and open architecture, fully implemented on industry standart Oracle RDBMS, using secure Web user interfaces and contained within an enterprise application integration framework based on industry standart XML enabled message bus middleware.
